A trade opened without them is never given one automatically; the rules start as soon as a level is added, from the panel or from anywhere else. Optionally (Settings > Trading), trades opened while MT5 was closed also get the automatic rules when MT5 starts again. Attach the Expert Advisor to a chart and allow Algo Trading.
